Apple makes it easy with a free utility called Migration Assistant. Here's how it works. Migration Assistant is a utility Apple includes in the Utilities folder of every Mac. You'll see it when you first start up your Mac, when your Mac asks you if you want to transfer data over from another Mac, a Time Machine backup, or a PC. If you didn’t transfer your information to your Mac when you first set it up, use Migration Assistant at any time to transfer your documents, apps, user accounts, and settings. You can transfer your information from a Mac or PC, or from a disk or Time Machine backup. The Migration Assistant will launch automatically after it has been installed.

If he connects the Mac and the PC together, there should be a Windows-to-Mac Migration Assistant on the Mac that will move all the stuff from computer to computer. So his Mac iTunes will have all his Windows iTunes stuff and it doesn't matter if it gets erased from the phone and re-added. That's the BEST way and the way it's designed to work, not phone to computer. Or google for more how-tos on doing that--it may be as simple as just copying the iTunes library folder from Windows to Mac, but I am not sure. Mac Help in the new Mac's Finder should also discuss moving from Windows to Mac.
If for some reason the PC is inaccessible, google for thirdparty utilities such as PhoneView and TouchCopy that support phone to Mac transfer. However, I don't know if those apps can access apps--for that there is a Transfer Purchases command in iTunes to bring apps bought on the phone to the computer.
I am not entirely sure, but I think it should also be possible to backup the phone on PC, move the backup file to the Mac, and then restore the phone from backup, to transfer data in the phone apps. Again, I would expect Apple's Migration Assistant to handle that sort of thing along with moving other data.

Hey there!
The process to migrate data from a Windows computer to your new iMac is done by first having an External Hard Drive that can be recognized on both the Windows PC and the Mac, and using the Migration Assistant utility for Windows ( links below ) and for Mac OS X (pre-installed) and then connecting your External HD to the iMac, and using the pre-installed Migration Assistant tool (found in the Utilities folder in Applications) to bring said data on over from the External!

Here is a quick rundown:
Migrate From Pc To Mac
1- Connect your External HD to the Windows computer
2- Download and install Migration assistant for Windows (read the article for info about what gets migrated)
3- Follow the Migration Assistant for Windows on-screen information to successfully set up the External drive with your files
4- Eject your HD
